I occasionally have to hire cleaners, both for my home and for my businesses. I won't hire ANYONE who isn't bonded and insured. Bonding is to reassure your potential clients that you won't steal, and liability insurance is in case you accidentally knock over their Tiffany lamp (your insurance would pay for the damages). I don't know if one or both are required by law, but there are plenty of people who do cleaning as a sideline and who don't have either. And I won't hire them without both.
Where you live probably has a great deal to do with the legal requirements.
