Class A drivers license with an air brake endorsement, and a commercial insurance policy that covers the cars you transport. I'd suggest at least a million coverage.

Check to see if anything else will be needed where you are.

You need to check with the licensing department of your particular state. Since you would not be the one actually transporting the cars, I don't know that you would be the one needing the bond so much as the driver of the transport. You will need a business license and coverage in case someone decides to sue you.

As the business owner, you do not need any license for driving any vehicle, since you are just using the computer, etc., to make loads.
You will have to have state and city license, maybe have to have business in the right zone, etc., You probably will be required to have a bond, depending upon your state. If you are hiring independent truckers with their own insurance, they are the primary people responsible for the vehicles.
You need to have insurance at least 1M anyway just to cover yourself even with independents having their own.
You need a good accountant and lawyer to properly set up things and make contracts for your drivers.
I have to pay lick, Puck's be bonded and have ins. Costs a lot, esp w/diesel up there.
