I've recently had my mobile stolen in Spain, i reported it to the police and have been given a crime reference number, but the statement is totally in Spanish. Do insurers have to check the statement to pay out? ------

If they suspect fraud, or if a vehicle is stolen, they will not pay out until they have a crime reference number. Every insurer has a counter fraud department and if they suspect your claim is fraudulent they will check with the police. ------
