Default Is this auto insurance fraud?!?!?!?

My girlfriend recently got a new"used"car and her driving record is not good, well she checked around for insurance for the vehicle and the best she could get $202/month with $350 deposit. So she started her new insurance and had that all settled. Well about 2 weeks later they called her back, apparently the guy did not disclose all of her information, so now, after shes already signed for her 6 month premium, he wants a $1500 deposit on top of the 350, and over $700/month. She cancelled a couple days ago and got a lot better, however, after 13 days of insurance, they are refunding some of her money, and keeping the 350 deposit, is this legal??? Any help would be great.
