I have CA quake insurance and just recently discovered that you don't have to purchase it from the earthquake authority, there are actually companies that sell better policies that cover more with lower deductibles. My policy is written by Pacific Select Property insurance and the premium is around $500 per year but I chose the lowest deductible with the highest coverage limits. Even so, I am getting more coverage with a lower deductible and cost that I was with the EQA. They offer many more choices for coverage and what can be covered than the EQA does, too.
