No I don't think they should. Everyone makes choices about what they spend their money on.

Default flood contents coverage

it depends: financial help from who, the government?? only if it was declared a "federal disaster area" and if FEMA is involved, only then would folks get SOME type of financial assistance / help. If people had NO contents coverage on their existing flood insurance policies then private insurance companies will not pay for contents coverage if the contents were damaged as a result of a flood or if your contents were in a subgrade room (basement) where the floor is below ground on ALL sides.
