Most of the time, no.
There are two main ways (and hundreds of other ways) for auto insurance to work. One type of policy, ONLY covers listed drivers. The other type, you're required to list all household members, but people who do NOT live with you, or do NOT have regular access to your car, don't have to be listed to be covered.
If they live with you, they must be listed, to be covered. They don't get "free" car insurance off of you, by not being listed.
