Default Why do i need a vehicle specific insurance to renew my tax disc?

I have a comprehensive insurance on a vehicle and have just bought a second vehicle which I would be insured for third party anyway as part of the comprehensive policy on my first vehicle. But DVLA (UK) insists on a vehicle specific insurance policy. Is this legally correct? As fas as DVLA are concerned I am driving my second vehicle with an adequate 3rd party cover so why should they insist on a vehicle specific policy. What is my legal standing if I contest the clause put forth by DVLA?
